A base layer is the bottom layer of your clothing set and is therefore worn directly on the skin. You wear a midlayer over a base layer (or over your normal t-shirt) and mainly works as an extra heat-insulating layer.
That differs: base layers are available with a cooling function, a heating function or a temperature-regulating function. They also prevent you from sticking to your motorcycle gear and increase wearing comfort.
A midlayer often serves as a replacement for a built-in thermal liner in a jacket (or as an addition if it is missing). A midlayer has better insulating properties and keeps you nice and warm.
A cooling base layer moves perspiration away from your skin, so you can continue to sweat and your body can lose its heat. Note: a cooling base layer does not make you sweat less!
